Community Development & Support Expenditure (CDSE)
The Scheme
Clubs that earn over $1 million annually in gaming machine revenue provide funding for community projects and services, and in turn receive dollar-for-dollar gaming tax deductions. The scheme was introduced in 1998 by the NSW Government and allows clubs to claim a tax deduction of up to 1.5% on gaming machine revenue over $1 million for monies spent on community support. Introducing the legislation to establish the scheme, the Minister for Gaming and Racing, the Hon Richard Face MP, stated:
“This specifically recognises the valuable role played by registered clubs in their local communities and provides the Government with a more effective method of rewarding clubs for the support they provide to these communities.”
CDSE Guidelines and Funding Categories
Full details on the operation of the scheme are contained within the CDSE Guidelines available on the CLUBSNSW web site (www.clubsnsw.com.au) and following the links to ‘Community Support’ and ‘CDSE’. Applicants should read the guidelines to determine whether they are eligible for CDSE funding. There are two funding categories under the CDSE Scheme:
- Category 1 expenditure on specific community welfare and social services, community development, community health services and employment assistance activities; and
- Category 2 expenditure on other community development and support services (eg traditional areas of club expenditure, such as support for sport and recreation groups).
Category 1 funding requires a detailed application process and we suggest you refer to resources available from the CLUBSNSW web site to assist you in completing your submission. Lake Macquarie Clubs in conjunction with Lake Macquarie City Council and Department of Community Services are involved in the process of determining funding applications each year. It is important to note funding applications are advertised and open around March to April each year and are required to be submitted directly to Council.
Category 2 funding applications are relatively simple where submissions are sent directly to the club you are seeking support from. In summary the process at Cardiff RSL is as follows:
- You complete an application requesting support for your sport or recreation activity and send it to
Cardiff RSL Club. - Upon receipt of your submission it is tabled at the next monthly meeting of the board of directors of
Cardiff RSL. - The information disclosed in the submission is discussed at the monthly meeting by the board of directors.
- A determination will be made by way of a motion and a vote by the directors.
- A telephone call and return correspondence will follow advising of the outcome of your request.
To compile a submission for the consideration of Cardiff RSL we offer the following resources and suggestions;
- Provide a one page document on your Club’s letterhead briefly outlining your history, purpose and office bearers.
- Read the document ‘Community Development and Support Expenditure Scheme Guidelines’ by opening the attached document.
- Complete in its entirety the application form, attachments and submitting it to the Club.
